Manufacturing Facility Glow-Up Program

The PNM Manufacturing Facility Glow‑Up Program helps qualifying manufacturers determine how much of their electricity is used directly in the manufacturing process so they can apply for a Type 12 Nontaxable Transaction Certificate (NTTC) and stop paying gross receipts tax on that portion of their energy use. Through a coordinated process with a participating Trade Ally, PNM provides an on‑site NTTC assessment, basic documentation guidance, and the required Manufacturer’s Agreement, enabling customers to submit their NTTC application to the New Mexico Taxation & Revenue Department. Once approved, PNM stops collecting GRT on the eligible electricity, allowing manufacturers to reduce operating costs while also benefiting from available energy‑efficiency rebates.
